Not just installing his putative lover in a $100K-a-year homeland-security position for which he had no apparent qualifications. There was the bribery scheme with the codeword "Machiavelli". His head of state police had to resign because of connections with the mob. He had aides resigning after only a few months in office because of corruption scandals.
